The IRS scandal widened on the eve of congressional elections as it was linked to a Democratic senator, Jeanne Shaheen of New Hampshire. Correspondence between Shaheen and IRS officials revealed her involvement in a plot with IRS chief counsel William J. Wilkins and Lois Lerner, target of congressional investigations into IRS harassment of conservative non-profit groups during the 2012 election.
