A former mayor of New York got tough on what people could eat and drink. In contrast, the current administration is relaxing the rules on other human activities. Mayor Bill de Blasio has signed a law limiting the punishment for such offenses as littering, public drinking and public urination.

Vice President Joe Biden spiced up a "United State of Women" summit in Washington when he said that during Senate debate on the Violence Against Women Act, "I said if a woman in this audience got up, stripped down, stark naked, and walked over to the United States Capitol, she has a right ... but no man ... has a right to touch her."

Taxpayers face another hit under a new Obama administration proposal that would ease the process for student loan forgiveness. It is estimated to cost up to $42 billion over the next decade.
